Summary:
Last month the Nashville Police began "Operation Safer Streets". While some arrests have been made, the operation is mostly focused on intelligence collection. The Nashville Police use tactics, which are more common in large cities with more developed anti-gang programs. The police move into known gang turfs and detain or arrest gang members, suspected gang members, or gang associates and conduct detailed field interviews. Frequently the interviews focus on recent crimes, details of gang membership, and activities.
Analysis:
Typically, good intelligence is critical to combating criminal gangs. The Nashville Police seem to understand this. Of course, most news articles give a superficial, quick look at an issue. It would be interesting to know more about how the Nashville Police are storing an analyzing all of the information they are collecting. For example, do they have a standardized format for the reports of field interviews? How many field interviews are being conducted? Are all of the reports stored in a database that can be searched by analysts and investigators? Is geospatial data being collected? Finally, what types of intelligence products are being created by the analysts and how widely are they distributed?
I think that an ideal anti-gang intelligence program would have every patrol officer having some intelligence collection training and the ability to submit a report of gang activity in some kind of simple standardized electronic format, capturing things like geospatial data, names, alias’, and addresses. You could then have an intelligence analysis cell, which is able to produce assessments and briefs on gang activities, and personalities in support of patrol officers, and anti-gang investigation units. These products would also be useful in tailoring anti-gang "information operations" ,AKA propaganda, AKA public service announcements and social services, which attack the roots of gangs.

Yes the Nashville Police have a standard format for tracking all field interviews of gang members. This information is made available to all Law Enforcement in the area. We track names, nicknames, locations, graffiti and crimes by gang members.

My name is Sergeant Richard Aleman with the Marlin, Texas Police Department.
Recently, 6 MS13 gang members moved into town. I am looking for any
information or pictures in reference to tattoos on the gang members, and
their meaning. And, also rank structure. I have observed a tattoo on
the left chest of an individual of a dream catcher with feathers. It
is known to me that this particular tattoo means a captain. Any any
information would be helpful.

The tattoo has nothing to do with rank structure. We are currently working a RICO case here in Nashville Tn. We have arrested 13 members here and the leader had several tattoos but no dream catcher. Our group did not have any rank. Just one leader. If you need any assistance you can email me.
