Summary: Immigration and Customs Enforcement (ICE) officers and local police have conducted targeted raids in Chelsea, Somerville, and East Boston in an attempt to capture nearly 50 MS-13 members. It is unclear whether this operation was part of the larger ongoing "Operation Community Shield", which began in February 2005. Similar sweeps have taken place recently in Chicago and Omaha. Analysis: It is important to remember that deporting gang members from the US helps law and order here. However, it degrades it in Central America. One of the major catalysts for the rise of MS-13 was the deportation of members throughout the 80's. It is unclear from the articles whether or not the gang member deportations are being coordinated with foreign governments. For this effort to be most effective, that law enforcement in those countries must be prepared to receive and incarcerate these criminals. In the past, gang members, were flown back to their countries and released into the public, whereupon they quickly made their way back to the US or wreaked havoc in their native land, where law enforcement is much less capable.

One lesson we can learn from this, and other situations that we have seen going out of control is that when we see a small fire, we cannot afford to look at the other way. It is critical that we take action and put out the roots of the fire, rather than waiting till we have the whole forest burning down and realizing that we have limited resources to put a whole forest fire out!
